The Principle

The answer to disposable waste is reusables where possible and functional disposables where necessary — not dysfunctional disposables that make everyone hate environmentalism. A paper straw that dissolves before you finish the drink is not sustainability. A wooden fork that splinters into your meal is not sustainability. A cardboard chip tray that collapses with grease is not sustainability. These are performative gestures that punish the consumer for a problem they did not create.

BUILD’s waste policy is practical, not performative. Weekly bins. Real cutlery in sit-down venues. Proper recycling that the council sorts, not the resident. No overseas waste exports. And no more pretending that replacing functional plastic with dysfunctional cardboard is saving the planet.

Pillar 1: Weekly Bin Collection

1.1 — Two Bags, One Bin, Weekly Collection

The multi-bin system is abolished. No more four different coloured bins. No more checking whether it’s ‘mixed plastics but not black plastic’ or ‘card but not if it has a plastic window.’ No more fines because a yoghurt pot ended up in the wrong bin. Two bags. One bin. Weekly collection.

Black bag: general waste. Anything that cannot be recycled goes in the black bag.

White bag: recyclable. Everything that can be recycled — plastics, metals, glass, card, paper — goes in the white bag. All of it. Mixed. Together. In one bag.

Both bags go in the same bin. The bin is collected weekly. At the sorting facility, the white bags are opened and the contents are sorted by professional staff and automated systems into the correct recycling streams — washed, separated, and processed. The household does not need to be a waste management engineer. They ask one question: can this be recycled? White bag. Can’t be recycled? Black bag. Done.

1.2 — The Council Sorts, Not the Resident

The infrastructure to sort mixed recyclables exists. Materials recovery facilities (MRFs) use optical sorters, eddy current separators, magnets, air classifiers, and manual picking lines to separate mixed recycling into clean, single-material streams. The technology is proven. It operates at every major recycling facility in the country. The current system — where the resident sorts at home into multiple bins and gets fined for mistakes — exists because it is cheaper for the council to make the resident do the sorting than to invest in proper facility-based sorting. BUILD reverses that: you put it in the bag, the facility sorts it. The infrastructure to do this properly is funded by the Non-Recyclable Product Fee (Pillar 2.2) paid by manufacturers.

1.3 — Weekly, Not Fortnightly

Bins are collected every week. Not every two weeks. Not on alternating schedules where you need a calendar to remember which bin goes out this Thursday. Every week. The same day. The same bin. Because that is the minimum frequency required to prevent overflowing bins, vermin infestations, and streets that smell like a landfill in summer.

Pillar 2: Real Cutlery and Crockery

2.1 — Sit-In Service: Use Real Things

Any food or drink business serving customers on the premises will be required to use reusable cups, plates, and metal cutlery for dine-in service. Every coffee shop, restaurant, canteen, and fast food outlet in the country already has a kitchen and a dishwasher. They choose disposable because it externalises the cost of waste onto the public. That choice is no longer available.

2.2 — Takeaway: Bring Your Own or Deposit

For takeaway food and drink, customers bring their own reusable cups, cutlery, and containers, or businesses operate deposit-return schemes for reusable items. A basic metal cutlery travel set costs approximately £3, weighs almost nothing, fits in a pocket, and lasts a lifetime.

2.3 — No More Wooden Cutlery

Wooden cutlery that snaps on contact with food, splinters into meals, and tastes of timber is not sustainability. Most wooden cutlery is birch, imported from China or Southeast Asia, kiln-dried using fossil fuel energy, individually plastic-wrapped for hygiene, and shipped thousands of miles. The solution is not worse disposables — it is reusables.

2.4 — Sensible Exemptions

Children’s parties, hospitals, care settings, and emergency catering retain appropriate exemptions. The policy targets routine commercial waste in premises that have the infrastructure to do better.

Pillar 3: End Plastic Furniture

A plastic garden chair costs £8, goes brittle in UV exposure within two to three years, cracks, and goes to landfill where it remains for approximately 500 years. For commercial premises — pubs, cafes, restaurants — BUILD will require outdoor seating and tables to be metal or wood. Wooden furniture lasts 15–20 years, can be repaired, and at end of life composts naturally.

Pillar 4: Ban Black Bags

Ban black bag-only waste systems. Bins are mandatory and must be predator-safe. No household should be expected to leave loose bags of rubbish on the street for foxes, rats, and seagulls to distribute across the neighbourhood. Councils that have adopted bag-only systems to save money on bin provision will be required to return to proper bin-based collection.

Pillar 5: No Overseas Waste Exports

Ban overseas waste exports. If we make it, we deal with it here. The current practice of shipping containers of waste to Malaysia, Turkey, and other countries — where it is often dumped, burned, or discarded rather than recycled — is not waste management. It is waste displacement. It allows Britain to claim recycling rates that are fictional because the ‘recycled’ material was shipped abroad and nobody checked what happened to it.

BUILD will invest in domestic recycling and processing infrastructure to handle all British waste within Britain. This creates jobs, ensures accountability, and stops the obscenity of wealthy nations dumping their rubbish in poorer countries and calling it trade.

Pillar 6: Bring Back Glass Bottles

Glass bottles with a deposit-return scheme for all drinks — milk, soft drinks, beer, juice. You buy the drink, you pay a small deposit on the bottle. You return the bottle, you get the deposit back. The bottle is washed, sterilised, refilled, and sold again. One glass bottle can be reused 30–50 times before it needs recycling. When it is finally recycled, glass is infinitely recyclable — it melts and reforms without any loss of quality, unlike plastic which degrades with each recycling cycle.

This is not a new idea. It is how Britain bought drinks for a century. The Corona man collected your empties. The milkman swapped full bottles for empty ones. The system worked until plastic was cheaper. Under BUILD’s model, plastic bottles for drinks are phased out in favour of reusable glass with deposit return. The infrastructure to wash and refill bottles at scale exists — every brewery in the country already operates a bottle return and refill line. Extending it to soft drinks and milk is logistics, not invention.

Glass does not leach chemicals into the drink. Glass does not degrade in UV light. Glass does not end up as microplastic in the ocean. Glass does not take 450 years to decompose in a landfill. It is heavier than plastic, which increases transport emissions marginally — but a bottle that is reused 40 times produces a fraction of the waste of 40 plastic bottles, even accounting for the extra fuel.

Pillar 7: Automated Bin Collection

The current bin collection model uses a truck with one driver and two or three crew members who run alongside the vehicle, lifting bins manually, in all weathers, at pace, risking musculoskeletal injuries that end careers. Most of the United States, Canada, Australia, and Scandinavia have already moved to automated collection: a single-driver truck with a robotic arm that picks up the bin, empties it, and replaces it. One person operates the entire vehicle.

BUILD will mandate the transition to automated bin collection across all councils. This is not about cutting jobs — it is about redeploying workers to roles that do not destroy their bodies. The two crew members currently hanging off the back of the truck are redeployed to street cleaning, parks maintenance, recycling centre staffing, and other council roles that need filling. Their skills are retained. Their employment is preserved. Their backs and knees are saved.

Automated collection also improves consistency: the robotic arm places the bin back where it found it rather than throwing it across the pavement. It operates at consistent speed regardless of weather. And it eliminates the safety risk of crew members working in close proximity to a moving vehicle on residential streets in the dark.

Pillar 8: Urban Mining — Audit Every Landfill

Every landfill site in the country gets audited for recoverable materials. Decades of buried electronics, appliances, wiring, and industrial waste contain copper, aluminium, gold, silver, palladium, neodymium, and dozens of other materials that Britain currently imports at enormous cost from mines on the other side of the planet.

The neodymium needed for wind turbine magnets and electric vehicle motors is already sitting in skips, landfills, and e-waste dumps across England. The copper needed for electrical infrastructure is buried under tonnes of household waste in sites that were capped and forgotten. The rare earth elements that Britain currently imports from China — giving a strategic competitor control over a critical supply chain — are recoverable from the electronics that British consumers threw away over the past forty years.

BUILD will commission a national landfill audit to identify and prioritise sites with the highest concentration of recoverable materials. Recovery operations will be conducted by specialist domestic firms, creating thousands of skilled jobs in regions where landfill sites are concentrated. The recovered materials feed directly into British manufacturing supply chains, reducing import dependency and strengthening the sovereign industrial base established in the Defence and Energy charters.

Pillar 9: E-Waste — Process Here, Not Africa

The export of electronic waste is banned. Every broken phone, dead laptop, failed appliance, and obsolete device is processed in the United Kingdom, by British workers, in British facilities. The current practice of shipping containers of e-waste to Ghana, Nigeria, and Southeast Asia — where children break open circuit boards with hammers to recover copper while breathing toxic fumes — is not recycling. It is exploitation laundered through a shipping container.

Domestic e-waste processing creates skilled jobs: technicians who disassemble devices, engineers who operate recovery systems, chemists who extract and refine materials. A single smartphone contains gold, silver, copper, cobalt, lithium, and rare earth elements. At scale, e-waste processing is commercially viable — the materials have real market value. The reason it is currently shipped abroad is not that processing is unprofitable. It is that processing abroad is cheaper because the environmental and human costs are externalised onto communities that cannot refuse.

BUILD will invest in domestic e-waste processing infrastructure at scale, co-located with the landfill recovery operations. The material flows from landfill audit and manufacturer take-back (Pillar 10) into processing facilities that extract, refine, and return materials to the manufacturing supply chain. Nothing is exported. Nothing is dumped. Everything is recovered.

Pillar 10: Manufacturer Take-Back and Design for Disassembly

10.1 — Mandatory Take-Back

Every manufacturer of electronic products sold in the United Kingdom must operate a take-back scheme. You made it. You recover it. When the consumer is finished with the product — whether it is broken, obsolete, or simply unwanted — the manufacturer must accept it back at no cost to the consumer and process it for material recovery.

Take-back can be operated directly (manufacturer collection points, postal return) or through authorised recycling partners. The manufacturer bears the cost. The consumer bears no cost and no inconvenience beyond returning the product. The obligation follows the manufacturer, not the retailer — Apple takes back Apple products, Samsung takes back Samsung products, regardless of where they were purchased.

10.2 — Design for Disassembly

If a product cannot be taken apart and its materials recovered, it cannot be sold in the United Kingdom. This is a design requirement, not a recycling requirement. It applies at the point of manufacture, not at the point of disposal.

Products must be designed so that: components can be separated without destructive methods (no glued-in batteries, no bonded materials that cannot be split); different material types (metal, plastic, glass, circuit board) can be isolated for separate processing; hazardous materials (lithium batteries, mercury switches, lead solder) can be safely removed before general processing; and the disassembly process is documented in a published manual available to recycling facilities.

This connects directly to the Consumer Protection Charter’s right to repair (Pillar 3) and planned obsolescence ban (Pillar 3.2). A product designed for disassembly is a product designed for repair. A product designed for repair is a product that lasts longer. A product that lasts longer produces less waste. The circle closes.

The answer to waste is not worse packaging. It is less packaging, real cutlery, weekly bins, and the honesty to deal with our own rubbish instead of shipping it to someone else’s country.
