The earlier charters
Ten plain-English charters compiled from the NRSA archive — Build, People-First, First-Year, Rebuild, Money, Power, Forces and Rest, plus the Companions Charter and the Justice Charter. Each carries its full costed brief beneath it. They predate the August 2026 master charters and are kept because the costings in them are still the ones the fiscal model uses.
