The Promise

This charter is a single, integrated plan for how Britain feeds itself, powers itself, houses itself, manages its water, protects its land, and supports the people and communities who do the actual work. It is not a wishlist. It is not a set of aspirations. It is a system — every part connected to the next, every investment funding or enabling the one after it.

The policies in this document replace the current model, which is: privatise the infrastructure, extract the profit, defer the maintenance, blame the weather, and tell people to consume less. That model has given us sewage in rivers, hosepipe bans on an island that gets rained on 150 days a year, farms going bankrupt while we import food from countries that invested in irrigation decades ago, an energy grid held hostage by foreign-owned companies, high streets gutted by monopoly supermarkets, and housing developments built from the cheapest materials to the lowest standards by developers who will never live in them.

BUILD’s answer is not to regulate harder within the broken model. It is to replace the model. Return control of food to farmers. Return control of water to the public. Return control of energy to the nation. Return control of planning to communities. Return control of shopping to high streets. And build every part of it to last, using materials that exist, technology that works, and funding that comes from the system itself rather than from more borrowing.

We don’t believe in paying bankers to trade carbon credits. We believe in putting rock in the ground, trees in the sky, hemp in the walls, filters on the taps, and real mugs on the counter. Every quarry a forest. Every garden a fruit tree. Every home a carbon store. Every tap clean. Every fork metal. No more excuses.

Part One: Water Security & Infrastructure

Britain is an island. We are surrounded by more water than we could ever use. We receive an average of 1,200mm of rainfall per year. We sit on major river systems, estuaries, and aquifers. The technology to desalinate seawater, purify drinking water without chemicals, and harvest rainwater has existed for decades. And yet millions of people face hosepipe bans, farmers lose crops, reservoirs deplete, and rivers run dry. This is not a water crisis. This is a leadership crisis.

1.1 — The Failure of Privatised Water

England’s water system was privatised in 1989. Since then, private water companies have paid out approximately £72 billion in shareholder dividends. In that same period, England has not built a single major new reservoir. Leakage rates remain at roughly 3 billion litres per day — approximately 20% of all treated water. Chemical treatment plants built in the Victorian era have not been modernised. Desalination capacity is virtually non-existent. And the pipe network, including lead-lined mains, continues to deteriorate.

The water companies have no structural incentive to invest. Ofwat’s regulatory model guarantees a return on their existing asset base. Every pound spent on new infrastructure is a pound not paid to shareholders. So they don’t build. They don’t fix. They wait for drought, impose restrictions, blame the weather, and carry on extracting.

BUILD rejects this entirely. Water is a strategic national resource. Access to clean water is a fundamental right. The infrastructure to guarantee water security for every household, farm, and business in Britain is achievable within a single parliamentary term. The only obstacle is political will.

1.2 — Compulsory Leak Repair: Dividends After Infrastructure

English water companies currently lose approximately 3 billion litres of treated water per day through pipe leakage — roughly 20% of total supply. Thames Water alone loses approximately 630 million litres daily. This water has already been abstracted, treated, and pumped at significant cost, then lost into the ground through deteriorating infrastructure that in some cases dates to the Victorian era.

BUILD will legislate a simple principle: no water company may distribute dividends, bonuses, or shareholder returns until leakage rates fall below 10% and remain there for a minimum of three consecutive years. Every pound currently extracted as profit will be redirected to pipe replacement and network modernisation until the infrastructure meets acceptable standards. This is not nationalisation — it is accountability. If a company cannot maintain the asset it was entrusted with, it does not get to profit from that asset.

1.3 — Pipe Modernisation: Reline, Don’t Dig

The water industry’s standard excuse for not fixing the pipe network is cost and disruption. Replacing Victorian cast iron mains by traditional dig-and-replace methods is expensive, slow, and causes weeks of roadworks. This is a real problem — but it is a solved problem. The industry simply chooses not to deploy the solutions at scale.

Cured-In-Place Pipe Lining (CIPP)

CIPP technology allows existing pipes to be relined from a single access point without excavation. A flexible liner saturated with epoxy or resin is fed into the existing pipe, inflated against the interior walls, and cured with heat or UV light. The result is a brand new, smooth-bore pipe inside the old one. The old pipe becomes the structural shell; the new liner becomes the water-contact surface. It seals cracks, bridges joint gaps, stops root intrusion, eliminates corrosion, and the smooth interior actually improves flow rate compared to corroded iron.

American cities have relined hundreds of miles of pipe using CIPP without digging a single trench. The cost is typically 50–80% less than traditional dig-and-replace, and disruption to residents is minimal. UK water companies already use this technique selectively for sewer rehabilitation — they simply don’t deploy it systematically on water mains because nobody compels them to spend the money.

Flexible Composite Pipe for New Installations

Where new pipe is required, BUILD will mandate the use of multi-layer flexible composite pipe rather than traditional rigid materials. Modern composite pipe — using layered construction similar to reinforced fire hose — combines the flexibility and corrosion resistance of polymer materials with the pressure rating and durability of reinforced construction. It can be manufactured in continuous runs, is lighter than iron or concrete pipe, and can be fed through existing trenches or threaded inside old pipe runs without full excavation.

BUILD will mandate CIPP relining as the default repair methodology across the entire English water network, with flexible composite pipe required for all new installations.

1.4 — Coastal Desalination Powered by Offshore Wind

Britain currently has one significant desalination plant — the Beckton facility in East London, capable of producing 150 million litres per day, which is rarely operated at capacity. Meanwhile, Israel produces approximately 80% of its domestic water supply through desalination. Saudi Arabia, Australia, and Singapore all run major desalination programmes. The technology is proven, the costs have fallen dramatically, and reverse osmosis energy requirements have dropped approximately 90% since the 1970s.

BUILD will commission a network of coastal desalination plants at strategic locations around England’s coastline, with priority sites including the Medway Estuary (serving Kent and the South East), the Solent (serving Hampshire and the South), the Humber (serving Yorkshire and the North East), and the Mersey (serving the North West). All plants will be powered by dedicated offshore wind capacity, ensuring zero-emission operation. Output will feed directly into the national reservoir network, ensuring reservoirs are maintained at capacity regardless of rainfall patterns.

The sea does not experience drought. An island nation that cannot provide water to its citizens is not experiencing a resource shortage — it is experiencing a failure of governance.

1.5 — End Chemical Water Treatment: Point-of-Use RO & UV

Current UK water treatment relies on chemical dosing: chlorine as a disinfectant, aluminium sulphate as a coagulant, polyacrylamide flocculants, fluoride in some regions, and orthophosphoric acid to coat lead pipes that have never been replaced. On top of this, treatment plants fail to fully remove pharmaceutical residues, microplastics, hormones, and PFAS (per- and polyfluoroalkyl substances, known as ‘forever chemicals’).

BUILD will mandate the installation of point-of-use reverse osmosis and UV sterilisation units on all kitchen taps and showers in every home in England. RO physically removes contaminants at a molecular level — chemicals, heavy metals, microplastics, pharmaceuticals, bacteria, viruses, and PFAS. UV sterilisation eliminates any remaining biological agents without adding a single chemical. The output is remineralised with calcium and magnesium for taste and health — a controlled addition of beneficial minerals, not an industrial chemical cocktail.

A domestic RO + UV system costs approximately £300–£500. At 28 million households, full national deployment costs between £10–14 billion — less than one fifth of what water company shareholders have extracted since privatisation. Once installed, chemical treatment plants (excluding sewage treatment) can be decommissioned, with the sites repurposed or rewilded.

For highest-purity applications — hospitals, clinical settings, and food production — multi-stage distillation provides absolute purity. Distillation plants can be co-located with industrial zones or power generation facilities to utilise waste heat, making the energy cost negligible.

1.6 — Tiered Water Quality

Currently, every drop of water entering a British home is treated to drinking standard — then approximately 30% of it is used to flush toilets. This is a grotesque waste of treatment resources. BUILD will implement a tiered water quality system across all new builds and retrofits:

Tier 1 — Toilet flushing and garden irrigation: untreated mains or harvested rainwater. No treatment required.

Tier 2 — Showers and general washing: RO + UV filtered, removing chlorine and contaminants from skin contact.

Tier 3 — Kitchen tap and drinking water: RO + UV filtered and remineralised. Cleaner than any current treatment plant output.

Tier 4 — Hospital, clinical, and food production supply: multi-stage distillation for absolute purity.

This tiered approach eliminates the absurdity of treating billions of litres to drinking standard only to flush them down a toilet, while simultaneously delivering purer drinking water than the current system provides.

1.7 — Mandatory Rainwater Harvesting

An average UK house roof is approximately 50 square metres. At 1,200mm average annual rainfall, each roof collects approximately 60,000 litres of water per year — for free. A family of four uses roughly 212,000 litres per year. Roof catchment alone covers nearly a third of total household water demand, and that water is perfectly suitable for non-drinking purposes: toilets, washing machines, and garden irrigation.

Germany already mandates rainwater harvesting on new builds in many municipalities. The technology is simple: roof gutters feed into a filtered underground tank; a pump feeds harvested water back into the house on a separate grey water circuit. Installation costs approximately £2,000–£3,000 per household, with payback through reduced water bills in five to seven years.

BUILD will mandate rainwater harvesting systems on all new-build homes immediately, and establish a government-backed grant or interest-free loan scheme for retrofit installation on existing homes. Beyond reducing demand on mains supply, every home with a rain catchment tank is a home that is not dumping thousands of litres into the storm drain network during heavy rainfall — directly reducing urban flood pressure and complementing the waterway dredging programme.

1.8 — Ban Sewage Dumping

No exemptions. No excuses. BUILD will ban sewage dumping into rivers, waterways, and coastal waters immediately upon taking office. This is not a target. It is not an aspiration. It is a prohibition.

Monthly, independently verified testing of all water sources will be published online and in public spaces. The results will be accessible to every member of the public, with no delay, no redaction, and no industry self-reporting. If a water company cannot operate without dumping raw sewage into public waterways, it cannot operate.

1.9 — End Water Fluoridation and Chemical Dosing

Bodily autonomy includes water purity. BUILD will end all water fluoridation and hidden chemical dosing of public water supplies. The point-of-use RO + UV system (section 1.5) renders bulk chemical treatment unnecessary. If individual consumers wish to add fluoride to their own water, that is their choice. Mass medication through the water supply without individual consent is incompatible with the principle of bodily autonomy.

Part Two: Canals, Waterways & Boats

Britain built approximately 4,000 miles of canals during the Industrial Revolution. They carried the raw materials that built the modern world. Today, roughly 2,000 miles remain navigable, managed by the Canal & River Trust on a shoestring budget. They are used for leisure, for living, for freight potential, and for flood management. They are also neglected, underfunded, and increasingly treated as an inconvenience rather than an asset.

2.1 — Dredge and Restore All Waterways

The Environment Agency effectively ceased routine dredging of rivers and flood channels in the 1990s as a cost-cutting measure. The consequences have been catastrophic. The 2014 Somerset Levels floods were directly worsened by decades of silt accumulation that reduced river capacity by as much as 50%. Communities across England continue to flood repeatedly because waterways have not been maintained.

BUILD will establish a National Waterway Restoration Programme to systematically dredge and restore all navigable rivers, canals, drainage channels, and flood defence systems in England. This includes the approximately 2,000 miles of canals managed by the Canal & River Trust, all Environment Agency main rivers, and locally maintained ordinary watercourses. Dredged material will be processed and reused as aggregate, fill material, or planting substrate for reforestation.

2.2 — Canal & River Trust: Proper Funding, Not Charity Status

The Canal & River Trust was spun off from British Waterways in 2012 and converted to a charitable trust. It inherited a 200-year-old infrastructure network with a multi-billion-pound maintenance backlog and was told to fund it through donations, volunteering, and commercial property income. This is not a sustainable model for maintaining national infrastructure. It is the government washing its hands.

BUILD will restore statutory funding for the canal network as national infrastructure, equivalent to the funding provided for trunk roads. The waterways are transport corridors, flood management systems, water supply channels, ecological habitats, and public amenities. They deserve the same investment priority as any other critical national network. The Canal & River Trust will retain operational independence, but with a guaranteed funding settlement that reflects the true cost of maintaining and restoring the network, not a begging bowl and a gift shop.

2.3 — Liveaboard Rights and Protections

Thousands of people live on narrowboats and widebeam boats on England’s canals and rivers. For many, it is a positive lifestyle choice. For others, it is the only affordable housing option left in regions where house prices have been driven beyond reach. Either way, liveaboards are residents, not tourists, and they deserve to be treated as such.

Continuous Cruiser Protections

The current system requires continuous cruisers to move every 14 days and demonstrate a ‘genuine progression’ along the waterway. In practice, the Canal & River Trust’s enforcement of this rule is inconsistent, often punitive, and applied disproportionately to those who cannot afford permanent moorings. People are threatened with licence revocation — effectively made homeless — for failing to move far enough, fast enough, in the subjective judgment of an enforcement officer.

BUILD will replace the vague ‘genuine progression’ requirement with a clear, measurable, and reasonable movement standard that acknowledges the practical realities of canal life — including winter weather, engine breakdowns, health issues, and the simple fact that most of the canal network has limited turning and mooring options. Enforcement will be supportive before it is punitive, and licence revocation will require a formal review process with the right of appeal, not a unilateral decision by an enforcement officer.

Mooring Costs and Availability

Permanent mooring fees have risen dramatically in recent years, pricing out many liveaboards. Meanwhile, the Trust and private operators often prioritise leisure moorings (higher turnover, higher fees) over long-term residential berths. BUILD will cap annual mooring fee increases at the rate of inflation for residential liveaboards, require the Canal & River Trust to maintain a minimum proportion of affordable residential moorings on all managed waterways, and establish a register of mooring availability so boaters can find berths without relying on word of mouth or waiting lists that never move.

Services and Facilities

Liveaboards need water points, pump-out stations, rubbish disposal, electricity hookups, and postal addresses. Many stretches of canal have inadequate or no facilities. BUILD will mandate a minimum standard of facilities per mile of navigable waterway, including water points, pump-out or Elsan disposal, rubbish and recycling collection, and the right to register a boat’s location as a postal address for the purposes of voting, banking, benefits, and official correspondence. Living on a boat should not mean being invisible to the state.

2.4 — Boat Safety and Standards

The Boat Safety Scheme (BSS) is the equivalent of an MOT for boats. BUILD supports the principle of a safety standard but will review the BSS to ensure it is proportionate, consistent, and not used as a revenue extraction tool. Safety inspections should ensure boats are safe to live on, not that they meet the aesthetic preferences of an examiner. Costs should be reasonable and transparent, and the interval between inspections should reflect actual risk.

2.5 — Canal Freight Revival

Before the railways, canals were the backbone of British logistics. They remain viable for slow, heavy, and non-time-critical freight — building materials, aggregates, agricultural supplies, waste, and recycling. One narrowboat carries the equivalent of approximately 25 tonnes — removing one heavy goods vehicle from the road per trip.

BUILD will commission a feasibility study into reviving canal freight on key routes, with particular focus on routes connecting quarries, farms, and distribution hubs to urban areas. Pilot schemes will be funded for aggregate transport (complementing the waterway dredging programme), agricultural distribution, and waste collection. If the economics work — and they are likely to, given fuel costs, road congestion, and carbon targets — canal freight will be expanded as a national logistics option.

2.6 — Waterway Access for All

Canals and rivers are public amenities. Towpaths should be accessible, well-maintained, and safe. BUILD will invest in towpath surfacing and accessibility improvements on all major canal routes, with priority given to routes connecting communities to services (shops, surgeries, schools). Towpath cycling and walking will be encouraged as zero-emission commuting routes, with lighting and signage where appropriate.

Access to the water itself — for swimming, kayaking, paddleboarding, and other recreational use — will be protected and expanded. Where water quality permits (and under BUILD’s sewage ban and water testing regime, it will), public access points will be maintained and advertised. The waterways belong to everyone.

Part Three: Environment & Nature

Protection, not performance. No more performative eco-policies. No more meaningless targets. No more carbon trading scams dressed up as environmental action. BUILD’s environmental policy is measured in rivers you can swim in, air you can breathe, forests you can walk through, and species that aren’t going extinct.

3.1 — End Greenwashing, Start Accountability

Ban meaningless ‘net zero’ claims unless backed by provable local results — not carbon trading scams. Mandate full transparency on environmental impact. All companies must publish waste, energy use, emissions, and water pollution figures quarterly. These figures must be independently audited, not self-reported, and published in a standardised format that allows direct comparison between companies in the same sector.

3.2 — Mass Reforestation of Quarries and Brownfield Land

England has approximately 13,000 disused quarries and thousands of hectares of brownfield land with no productive use. These represent an enormous opportunity for carbon capture, biodiversity restoration, and landscape recovery.

BUILD will launch a National Reforestation Initiative targeting every disused quarry and suitable brownfield site in England. Sites will be backfilled where necessary using material from waterway dredging and coastal aggregate operations, then planted with native broadleaf species. The programme target is 1.5 billion new trees within 20 years, capable of absorbing approximately 33 million tonnes of CO₂ annually — roughly 10% of current UK emissions from a single intervention.

This is not tree planting as PR. This is industrial-scale reforestation as national infrastructure.

3.3 — One Tree in Every Garden

The average UK garden is approximately 188 square metres. One tree takes up a few square metres of ground footprint. England has roughly 23 million homes with gardens. One mature tree per garden means 23 million additional trees, absorbing over 500,000 tonnes of CO₂ annually — from residential gardens alone.

Trees in residential areas reduce summer temperatures by 2–8°C through shade and evapotranspiration. In a country now experiencing regular lethal heatwaves, that is a public health intervention, not an aesthetic choice. They reduce surface water runoff, improve air quality, support pollinators and bird populations, increase property values by an estimated 5–15%, and reduce household energy costs.

Every home with a garden receives a free fruit tree — apple, pear, plum, cherry, or other species suited to the plot size and aspect — planted by council or community planting teams. A dwarf apple tree takes up roughly 3 square metres, produces 30–50kg of fruit per year, and lives for decades. New-build homes will have at least one tree planted as standard before occupation.

3.4 — Nature and Land Use Protection

Strict protection of natural reserves — no development, no loopholes. Ban large-scale solar and wind installations on farmland and moors — stop sacrificing countryside for energy infrastructure that belongs on rooftops, brownfield sites, and offshore. Subsidise hedgerow and tree planting over field fencing. Launch ‘Dig for Victory 2.0’ to train communities in home-growing, composting, seed saving, and permaculture.

3.5 — Ancient Woodland and Heritage Landscape

Ancient woodland — defined as land that has been continuously wooded since at least 1600 — is irreplaceable. It cannot be recreated, offset, or compensated for. It contains soil ecosystems, fungal networks, and species assemblages that have developed over centuries and in some cases millennia. Once destroyed, it is gone permanently.

BUILD will grant ancient woodland the highest category of legal protection, equivalent to scheduled ancient monuments. No development, extraction, quarrying, or infrastructure project will be permitted within or adjacent to ancient woodland, regardless of claimed economic benefit. The buffer zone will be a minimum of 50 metres from the woodland edge, with no exceptions for phased development, offsetting, or biodiversity net gain claims.

The current system of allowing developers to destroy ancient woodland provided they plant replacement trees elsewhere is fraudulent. A newly planted copse is not a replacement for a 400-year-old bluebell wood with centuries of soil biology. BUILD will end this practice.

3.6 — Atmospheric Integrity

Ban geoengineering without public consent. No weather modification, cloud seeding, or aerosol dispersal without full public disclosure and Parliamentary approval. Establish a national investigation into aerial spraying and release all MOD and DEFRA data. Prohibit atmospheric chemical testing — no aerosols, nanoparticles, or agents released in UK airspace without transparent authorisation. All commercial and government aircraft must publish chemical fuel contents and route histories.

Part Four: Energy Policy

Energy security is national security. A country that cannot guarantee its own power supply is not sovereign. BUILD’s energy policy is built on one principle: high-output, reliable, nationally owned baseload power, supplemented by genuinely clean generation where it makes sense — not where it makes subsidies.

4.1 — Nuclear Baseload: Build It Now

Massive nuclear buildout to guarantee clean, high-output baseload power. Nuclear energy is the only proven technology capable of delivering consistent, weather-independent, high-density power generation at the scale Britain needs. BUILD will commission new nuclear capacity as the backbone of the national grid, with construction treated as critical national infrastructure — fast-tracked planning, streamlined regulation, and no more decades-long procurement cycles that triple costs before a single watt is generated.

Small modular reactors (SMRs) will be deployed alongside conventional plants to provide distributed generation capacity, reducing grid transmission losses and providing resilient local power supplies. Nuclear power stations will be sited on existing nuclear-licensed sites and brownfield land, not on farmland or natural habitats.

4.2 — Protect Farmland from Energy Infrastructure

Ban all new wind and solar installations on farmland. Food security comes before energy subsidy farming. Solar panels belong on rooftops, car parks, brownfield sites, and industrial buildings — not on productive agricultural land that should be growing food. Wind turbines belong offshore, in industrial zones, or on genuinely unproductive land — not on moors, hillsides, or farmland that supports livestock and biodiversity.

This is not opposition to renewable energy. It is opposition to putting it in the wrong place because farmland is cheap and farmers are desperate. BUILD will not allow energy companies to outbid food production for the use of British soil.

4.3 — Transitional Coal with Modern Technology

Reopen select coal sites with automated, injury-free extraction technology as a transitional measure until the nuclear grid is operational. This is not a return to the 1970s. Modern coal extraction can be largely automated, with minimal human risk, minimal surface disruption, and emissions captured rather than vented. The coal is in the ground. The infrastructure corridors exist. The skilled workforce exists. It provides bridging capacity while nuclear plants are built, rather than relying on imported gas from regimes that do not share Britain’s interests.

4.4 — Nationalise Critical Energy Infrastructure

No foreign ownership of UK power or gas infrastructure. Energy is a strategic national asset. The current model — where French, German, Chinese, and Middle Eastern state-owned companies own and operate British energy infrastructure, extracting profits to subsidise their own citizens’ energy bills — is an absurdity that no serious country would tolerate.

BUILD will bring critical energy infrastructure back into national ownership. This does not mean a bloated state monopoly. It means that the assets that keep the lights on, the heating running, and the hospitals powered are owned by the people who depend on them, managed for reliability and affordability, and not treated as a financial instrument for overseas investors.

4.5 — Scrap Smart Meters

Smart meters are a surveillance device marketed as an energy-saving tool. They provide real-time consumption data to energy companies, enable remote disconnection, and facilitate dynamic pricing that charges consumers more when they most need power. They do not reduce energy consumption in any meaningful way — they shift the burden of grid management onto households.

BUILD will scrap the smart meter programme permanently. Consumers who wish to monitor their own energy usage can purchase standalone energy monitors that do not transmit data to third parties. The energy grid will be managed by building sufficient generation capacity to meet demand, not by rationing supply through algorithmic pricing.

Part Five: Farming & Agriculture

Farmers feed the nation. They deserve industrial-strength reliability, honest regulation, and policies that support production rather than punish it. BUILD’s agricultural policy puts the farmer first, the land second, and the bureaucrat last.

5.1 — Farmland for Food

Ban the use of farmland for solar farms, wind turbines, or speculative development. Agricultural land exists to grow food. The pressure on farmers to lease their fields for solar installations comes from a market failure: energy subsidies make solar panels on farmland more profitable than growing crops. That is not a reason to cover Britain’s fields in glass — it is a reason to fix the subsidy system.

5.2 — Grow British

Launch a nationwide ‘Grow British’ campaign to promote domestic food production. Britain currently imports approximately 40% of its food. Much of that is food that can and should be grown domestically. The campaign will support farmers in diversifying crops, incentivise retailers to stock British produce, and educate consumers about seasonal eating and the true cost of imported food.

Natural animal diets by default. Livestock should eat what they evolved to eat, not industrial feed designed to maximise weight gain at the expense of animal health and meat quality. Grass-fed beef, free-range poultry, and pasture-raised pork are not premium products — they are what food should be. Industrial feed regimes that produce cheap, low-quality meat at the expense of animal welfare will be phased out.

5.3 — Heritage Methods Protected

Raw milk and traditional food production methods will be legalised and safeguarded. The current regulatory framework treats heritage food production as a health risk while permitting industrial processes that are demonstrably more dangerous. Raw milk from tested herds, traditionally cured meats, farmhouse cheese, and other heritage products have been produced safely for centuries. They will be regulated proportionately, not prohibited by default.

5.4 — Return to Local Slaughterhouses and Butchers

The closure of local slaughterhouses over the past 30 years has forced farmers to transport livestock hundreds of miles for slaughter — increasing animal stress, transport costs, carbon emissions, and farmer costs, while reducing meat quality. BUILD will reverse this trend by supporting the reopening and establishment of local slaughterhouses and butchers, with streamlined licensing and proportionate regulation that does not impose multinational-scale compliance costs on small operations.

5.5 — Local Food Networks with Secure Irrigation

British farmers currently compete against international producers who benefit from state-backed irrigation and desalination infrastructure. When drought hits, UK farmers lose crops while the country increases food imports — effectively exporting agricultural employment because we refuse to invest in water infrastructure.

BUILD’s desalination and reservoir programme will guarantee reliable irrigation supply to British agriculture, independent of weather. Combined with local food network policies, this creates a closed loop: secure water enables local food production, which reduces import dependency, which cuts food miles, which reduces carbon emissions.

5.6 — Farm Machinery and Equipment Protections

All agricultural machinery must carry a minimum 10-year durability and support guarantee. No planned obsolescence — critical parts and software support must be available for the full 10-year term. Mandatory annual servicing offered at fixed, fair rates to keep machinery operational and safe. Manufacturers must offer a buyback or recycling scheme at the end of the equipment’s lifecycle to reduce waste.

Farmers feed the nation — they deserve industrial-strength reliability without corporate corner-cutting.

5.7 — Health and Sustainability in Agriculture

Ban pesticides and herbicides known or suspected to cause serious health harm — including glyphosate, atrazine, and similar compounds. These chemicals are linked to gastrointestinal conditions, endocrine disruption, neurological damage, and environmental contamination. The precautionary principle applies: if there is credible evidence of harm, the chemical is banned until proven safe, not permitted until proven lethal.

Mandatory disclosure of all agricultural inputs. Farmers and producers must declare every chemical or treatment used in the growing, storage, or processing of food. This is not a burden on farmers — it is a protection for farmers. When consumers can see what’s in their food, they choose the cleaner product, and the farmer who produces it benefits.

Shift food chemical regulation to an independent science board with no industry ties. No more fox guarding the henhouse. The revolving door between agrichemical companies and the bodies that regulate them will be closed permanently.

A public transparency database listing every product’s full chemical footprint, so consumers know exactly what they’re eating. Subsidies redirected toward regenerative and organic farming methods.

5.8 — Dig for Victory Revival

A modern ‘Dig for Victory’ programme to train communities in home-growing, composting, seed saving, and permaculture. Garden space minimums in all new housing developments — every home should have enough outdoor space to grow food. Five-year repair and support guarantee on food-growing tools, because a spade that breaks after one season is not a tool, it’s landfill.

Part Six: Food Standards, Labelling & Access

Food is a human right, not a corporate product. Control of food returns to farmers, dignity to consumers, and truth to your plate.

6.1 — Truth on the Label

Mandatory clear labelling of country of origin, ingredients, and full method of production on all food products sold in the UK. No exceptions for processed foods, ready meals, or restaurant menus. If it goes in your mouth, you have the right to know where it came from, what’s in it, and how it was made.

Full chemical transparency: producers must declare every chemical or treatment used in growing, storage, or processing. This information will be published in the national transparency database (see section 5.7) so consumers can look up any product and see its complete chemical footprint.

6.2 — Ethical Standards in Slaughter and Labelling

Ban all non-stun slaughter, including halal and shechita, on uncompromising animal welfare grounds. An animal should not suffer a prolonged death for any reason, religious or otherwise.

Mandatory clear labelling on all meat and processed food: method of slaughter (stunned or non-stunned); country of origin; whether any religious ritual, sacred prayer, or sanctification was performed; and whether the meat is halal, kosher, or otherwise ritually designated. Ban the mixing of ritual meat with general supply. Freedom of worship, not forced observance — consumers have the right to know what they are buying and make an informed choice.

6.3 — Essentials Pricing Reform

Bring down the cost of staple foods. The price of bread, milk, eggs, butter, rice, pasta, and other essentials has risen far beyond what can be explained by input costs. Supermarket margins on staple foods will be investigated, and where profiteering is found, action will be taken. BUILD does not believe that a family should have to choose between feeding their children and heating their home because a supermarket has decided that bread is a luxury product.

Abolish the sugar tax and plastic tax. These are regressive taxes that punish consumers for buying products that the government has failed to regulate at source. If ultra-processed food is harmful, regulate the producers, not the buyers. If plastic packaging is wasteful, mandate alternatives at the manufacturing stage, not at the checkout.

6.4 — Anti-Waste and Corporate Control

Mandatory donation of supermarket surplus food. Every major retailer generates tonnes of edible food waste daily — food that is perfectly safe to eat but has passed an arbitrary ‘best before’ date or has cosmetic imperfections. This food will be donated to food banks, community kitchens, and surplus redistribution networks before it is permitted to go to waste.

Ban all advertising of ultra-processed food to children. Children cannot make informed dietary choices. Marketing high-sugar, high-salt, chemically engineered food products at children is not commerce — it is predation.

Break up food monopolies. The UK grocery market is dominated by a small number of supermarket chains that use their buying power to crush suppliers, eliminate competition, and control prices. BUILD will use competition law to break up monopolistic market positions and restore genuine competition in the food retail sector.

Part Seven: Planning, Housing & Construction

The planning system exists to protect communities, not to serve developers. Housing should be built to last, built from honest materials, built where it’s needed, and built at a scale that communities can absorb. BUILD’s planning policy puts residents first, developers last, and the land in between.

7.1 — Community-Led Planning

Planning decisions will be returned to the communities they affect. The current system allows developers to override local opposition through appeal, ministerial intervention, and the threat of costs. Communities that say no to a development should mean no. Parish and town councils will be given genuine decision-making power over local planning applications, with the right to refuse developments that are incompatible with local character, infrastructure capacity, or community need.

The Planning Inspectorate’s power to overturn local refusals on appeal will be curtailed. Appeals will only be permitted on procedural grounds (the council did not follow due process), not on the merits of the decision itself. If a community does not want 1,300 houses on a greenfield site with no infrastructure, that decision stands.

7.2 — Infrastructure Before Houses

No housing development will be approved without a binding commitment from the developer to deliver all necessary infrastructure before or concurrent with construction. This includes roads, drainage, schools, GP surgeries, public transport links, and green space. The current model — approve the houses, collect the Community Infrastructure Levy, and hope the infrastructure appears eventually — has produced sprawling estates with no services, gridlocked roads, overwhelmed schools, and GP practices that cannot accept new patients.

Section 106 agreements and CIL payments will be replaced with a simple requirement: build the infrastructure first, or don’t build at all. Phasing conditions will be enforceable, with construction stop orders for non-compliance.

7.3 — Garden Minimums and Green Space

All new housing developments must include a minimum garden size per dwelling. The trend toward cramming maximum units onto minimum land — producing homes with patios measured in square feet rather than gardens measured in square metres — will be reversed. A home without a garden is not a home — it is a container. Families need outdoor space for children, for growing food, for mental health, and for the fruit tree that every household will receive under BUILD’s environmental programme.

Public green space within new developments will be a mandatory minimum of 20% of total site area, maintained in perpetuity by the local authority (not by a management company charging residents hundreds of pounds per year for the privilege of mowing their own communal grass).

7.4 — Legalise and Standardise Hempcrete Construction

Hemp-lime construction (hempcrete) is one of the most compelling building materials available, and the reason it is not widely used in England has nothing to do with performance. It has everything to do with industry lobbying and outdated building regulations.

Hempcrete is carbon negative — the hemp plant absorbs CO₂ while growing and locks it permanently into the building fabric when constructed. A typical hempcrete house sequesters several tonnes of carbon in its walls. The material is naturally insulating, breathable, moisture-regulating, fire-resistant, pest-resistant, and mould-resistant. It provides excellent acoustic dampening — a 300mm hempcrete wall achieves sound reduction of 40–50 decibels. It regulates interior humidity naturally, virtually eliminating damp and condensation problems.

Hemp grows in approximately four months in the UK climate, on marginal land, with minimal water requirements and no pesticides. The entire supply chain can be domestic — hemp grown in Britain, lime quarried in Britain, mixed and built in Britain. No imports required. Full sovereignty over construction materials.

France builds thousands of hemp structures per year and has included hempcrete in its national building standards for decades. The material works. It has been proven at scale. Britain simply refuses to update its rulebook.

BUILD will update building regulations to include hemp-lime construction as a standard approved material. We will simplify the Home Office licensing regime for industrial hemp cultivation. We will invest in domestic hemp processing infrastructure. We will require all publicly funded new-build housing to evaluate hempcrete as a primary construction material, with a presumption in its favour where technically suitable.

7.5 — Build Quality and Durability Standards

New homes must be built to last. The current model produces homes that begin deteriorating within years of completion — thin walls, poor insulation, inadequate sound separation, cheap fittings, and materials chosen for cost rather than longevity. BUILD will introduce minimum build quality standards that prioritise durability, thermal performance, sound insulation, and material longevity over developer profit margins.

A new home should last a minimum of 100 years without structural intervention. If a developer cannot build to that standard, they should not be building homes.

7.6 — Brownfield First, Greenfield Last

Development will be directed to brownfield land as an absolute priority. Greenfield development will only be permitted where all available brownfield options within the local authority area have been exhausted, and even then only with full community consent and infrastructure-first conditions. The green belt will be protected as national policy, not treated as a land bank for developers who find brownfield sites inconvenient.

7.7 — Protect Agricultural Land from Speculative Development

Agricultural land that is currently in food production or capable of food production will be reclassified as a protected national asset. No planning permission will be granted for the conversion of productive agricultural land to residential, commercial, or energy development unless the applicant can demonstrate that equivalent or greater food production capacity has been established elsewhere within the same local authority area.

7.8 — Static Homes, Park Homes, and Alternative Dwellings

People who live in static caravans, park homes, converted vehicles, and other non-traditional dwellings are residents, not holidaymakers. BUILD will ensure that planning policy recognises alternative dwelling types as legitimate residential accommodation, with the same protections, rights, and access to services as conventional housing.

Park home site owners will be subject to stronger regulation to prevent exploitative practices. Pitch fee increases will be capped, site rules will be standardised and enforceable, and residents will have the right to sell their homes without interference from site owners. The Mobile Homes Act will be strengthened to close loopholes that allow site owners to bully, overcharge, and exploit residents.

7.9 — Self-Build and Community-Led Housing

Local authorities will be required to maintain a register of available plots for self-build and community-led housing projects, and to allocate a minimum proportion of developable land for this purpose. Planning permission for self-build projects will be streamlined, with a presumption in favour of approval for projects that meet basic safety and design standards. Community land trusts will be supported and promoted as a mechanism for delivering permanently affordable housing.

Part Eight: Shopping, Markets & Local Economy

High streets are dying because supermarkets killed them, not because people stopped wanting to shop locally. BUILD’s policy restores the local economy by making it viable again — not through nostalgia, but through structural reform that stops monopolies from destroying communities.

8.1 — Supermarket Accountability

Supermarkets are essential infrastructure, but they operate as extractive monopolies. They use buying power to crush farm-gate prices, eliminate independent competitors, and concentrate profit in the hands of shareholders while the producers who supply them go bankrupt. BUILD will take the following actions:

Mandatory fair pricing: supermarkets must pay a minimum percentage above verified production cost for all fresh produce, dairy, and meat supplied by UK farmers. The current model, where a supermarket sells milk for less than it costs to produce and the farmer absorbs the loss, will be prohibited.

Supply chain transparency: every major retailer must publish the farm-gate price paid for key staple products alongside the retail price, so consumers can see the margin and make informed choices.

Local sourcing requirements: supermarkets operating in a given area must stock a minimum proportion of locally produced goods where available. A supermarket in Kent should be selling Kent apples, not importing identical varieties from New Zealand because the shipping cost is lower than paying a British farmer a fair price.

8.2 — Farm Shops, Markets, and Direct Sales

Farm shops and farmers’ markets are the most direct connection between producer and consumer. They eliminate the middleman, give farmers a fair price, give consumers fresh and traceable food, and keep money circulating in the local economy. BUILD will support farm shops and direct sales through:

Simplified licensing and food safety regulation for farm shops and market stalls. The current regime imposes compliance costs designed for multinational retailers on sole traders selling eggs from a trestle table. Regulation will be proportionate to the scale and risk of the operation.

Business rate relief for farm shops, butchers, bakers, greengrocers, and other independent food retailers. These businesses provide essential services and community value that supermarkets do not. They should not be taxed out of existence while supermarkets benefit from economies of scale.

Planning protection for market squares, high street pitches, and established farmers’ market locations. Developers will not be permitted to build over or obstruct traditional market sites.

8.3 — High Street Revival

The high street is not dead — it has been killed by policy choices that favour out-of-town retail parks, online monopolies, and parking charges that make town centre shopping more expensive and less convenient than driving to a supermarket. BUILD will reverse these choices:

Free parking in all town centres for visits of up to two hours. Parking charges are a tax on local shopping. They punish consumers for choosing the high street over Amazon. They will be abolished for short stays, with local authorities compensated through central funding.

Business rate reform to equalise the tax burden between physical shops and online retailers. A bookshop on the high street should not pay more in business rates than Amazon pays in corporation tax. The playing field will be levelled.

Empty shop penalties: commercial landlords who leave high street properties vacant for more than six months will face escalating charges. Leaving a shop empty while waiting for a more profitable tenant is speculation that damages the community. Use it or lose it.

Post offices, banks, and essential services will be protected from closure in communities where they serve as the last provider. A town without a post office or a bank is a town that has been abandoned by the institutions that should serve it.

8.4 — Cooperative and Community-Owned Retail

BUILD will actively support the establishment of cooperative shops, community-owned stores, and buying groups in areas underserved by retail. Where a community has lost its last shop, BUILD will provide start-up funding and business support for community-owned alternatives. These models work — community shops across the UK have a survival rate far higher than conventional independent retail — and they keep money and decision-making in the community rather than extracting it to distant shareholders.

Part Nine: Waste, Materials & Disposables

9.1 — Weekly Bin Collection

Weekly bin collection for all councils — no more two, three, or four-week cycles. Bins are mandatory and must be predator-safe. Standardise waste systems across the UK. No fines for sorting mistakes — recycling centres will sort. Ban overseas waste exports: if we make it, we deal with it here.

9.2 — End Performative Waste: Cups, Cutlery, Plates

The UK throws away approximately 2.5 billion disposable coffee cups per year. Despite labelling that implies recyclability, the vast majority end up in landfill because the paper is bonded to a polyethylene plastic lining that most recycling facilities cannot separate. The replacement of functional plastic cutlery with wooden alternatives that splinter, snap, and taste of sawdust has achieved nothing except making the public associate sustainability with misery.

Sit-In Service: Use Real Crockery and Cutlery

Any food or drink business serving customers on the premises will be required to use reusable cups, plates, and metal cutlery for dine-in service. Every coffee shop, restaurant, canteen, and fast food outlet in the country already has a kitchen and a dishwasher. They choose disposable because it externalises the cost of waste onto the public and saves pennies on washing up. That choice will no longer be available.

Takeaway: Bring Your Own or Deposit Scheme

For takeaway food and drink, customers will be expected to bring their own reusable cups, cutlery, and containers — or businesses may operate deposit-return schemes for reusable items. A basic metal cutlery travel set costs approximately £3, weighs almost nothing, fits in a pocket or bag, and lasts a lifetime.

Sensible Exemptions

Children’s parties and equivalent events where breakage and practicality make reusable items genuinely impractical will be exempt. Hospitals, care settings, and emergency catering retain appropriate exemptions. The policy targets routine commercial waste in premises that have the infrastructure to do better.

No More Wooden Cutlery

Wooden cutlery that snaps on contact with food, splinters into meals, and tastes of timber is not sustainability — it is a policy designed to make people hate environmentalism. Most wooden cutlery is birch, imported from China or Southeast Asia, kiln-dried using fossil fuel energy, individually plastic-wrapped for hygiene, and shipped thousands of miles. The solution is not worse disposables — it is reusables.

9.3 — End Plastic Furniture

A plastic garden chair costs £8, goes brittle in UV exposure within two to three years, cracks, and goes to landfill where it remains for approximately 500 years. For commercial premises — pubs, cafes, restaurants — BUILD will require outdoor seating and tables to be metal or wood. For domestic gardens, wooden furniture is the natural alternative: a treated wooden garden bench lasts 15–20 years, can be repaired, and at end of life composts naturally. Plastic play furniture will be phased out in favour of wooden alternatives.

9.4 — Black Bag Ban

Ban black bag-only waste systems. Bins are mandatory and must be predator-safe. No household should be expected to leave loose bags of rubbish on the street for foxes, rats, and seagulls to distribute across the neighbourhood. Councils that have adopted bag-only systems to save money on bin provision will be required to return to proper bin-based collection.

Part Ten: The Circular Model

These policies are not isolated. They form an integrated, self-reinforcing system:

Rain falls on roofs and is harvested for non-drinking domestic use. Mains water handles remaining supply without chemical treatment. Kitchen and shower water is purified at point of use by RO + UV. Coastal desalination plants, powered by offshore wind, keep reservoirs permanently full. Dredged rivers and canals handle overflow without flooding. Dredged material backfills quarries and brownfield sites. Those sites are mass-planted with native woodland. The forests capture carbon, restore biodiversity, and reclaim dead land.

Farmers receive reliable irrigation from full reservoirs, enabling local food production. Fruit trees in every garden provide free food, shade, and carbon capture. Hempcrete homes lock carbon into their walls while providing superior insulation and sound dampening. Existing pipe networks are relined using CIPP technology without excavation, stopping leaks at a fraction of traditional cost. Disposable waste from food service is eliminated at source, not replaced with different disposable waste.

Farm shops and local markets connect producers directly to consumers, keeping money in the community. Supermarkets pay fair prices to farmers and stock local produce. High streets are revived through fair taxation and free parking. Community-owned shops fill the gaps left by corporate retreat. Canals carry freight that would otherwise be on the roads. Liveaboards are recognised as residents, not nuisances. Planning decisions are made by communities, not overridden by developers.

Every step solves a different problem. Every step funds or enables the next. Nothing is wasted. Nothing depends on weather. Nothing depends on shareholders deciding to invest.

Cost and Funding

The total investment required is substantial but modest when measured against what has already been extracted from the system. Water company shareholders have received approximately £72 billion since privatisation. The combined cost of national RO + UV deployment (£10–14 billion), rainwater harvesting grants, desalination plant construction, pipe relining, and waterway dredging is a fraction of that figure.

BUILD’s dividend lock alone redirects billions annually from shareholder extraction into infrastructure investment. Desalination plant construction creates thousands of skilled jobs. Reforestation generates ongoing employment in land management and conservation. Aggregate from dredging and seabed operations has commercial value. Hemp cultivation and processing creates a new agricultural and manufacturing sector. The entire programme is designed to pay for itself over time — not as a cost centre, but as national infrastructure that generates economic return.
